The evaluation of the epidemiological situation in the Principality of Andorra has allowed the opening in phases of a few activities in order that they can meet some needs of the population in accordance with the provisions of Law 3/2020, of March 23, of exceptional and urgent measures for the health emergency situation caused by the SARS-CoV-2 pandemic.

The Decree 22-04-2020 revokes the Decree 17-04-2020 of exceptional measures for the emergency situation caused by the SARS-Cov-2 coronavirus, regarding the opening of some commercial activities and develops exceptional measures in order to allow the opening of certain commercial activities, which will be specified in this document.

1- Economic activities that may resume their activity

Agriculture, livestock, hunting and forestry

Manufacturing industries

Production and distribution of electrical energy, gas and water

Trade and repair of motor vehicles, motorcycles, mopeds and articles for home

(allowed with certain limitations)


Transport, storage and communications

Finance system

Real estate, rental and business services activities (allowed with certain limitations)

Health, veterinary and social services activities

Other social activities, services provided to the community and personal services (allowed with certain limitations).

2- Limitations to the economic activities that can be carried out

Activities of sale of motor vehicles are authorized to open in a situation of guard and permanence.

Registration and delivery of motor vehicles, this is only possible for those vehicles that were acquired prior to the health crisis.

Likewise, it is established that for distance or e-mail sales, the requirements and conditions established in Decree 22-03-2020, regulating the sale of products, goods and services, at a distance or through electronic commerce, during the health emergency situation caused by the SARS-CoV-2 pandemic.

Commercialization of domestic utensils, cutlery, tableware and glassware is allowed.

Activities related to pet grooming are allowed.

Real estate businesses of natural and legal persons can only mediation activity in leases and subleases, administration and management of all types of real estate on behalf of third parties.

3- Requirements to be respected

Guarantee a maximum capacity of 30% according to the useful surface dedicated to the public.

Control the maximum percentage of capacity using manual counters whenever possible.

Keep a minimum distance of one meter, both outside and outside the establishment.

Establish hygienic measures for workers and customers, and more specifically:

  • Encourage and recommend home delivery.

  • Promote the opening in advance of establishments exclusively for the most vulnerable groups.

  • Avoid crowds and closed spaces with large numbers of people.

  • Encourage only one family member to visit the establishment.

  • Allow workers to frequently wash their hands.

  • Provide soap and dry hands for single use.

  • Systematically use clean and disinfected gloves to handle utensils.

  • Provide single-use gloves to customers if they have to have contact with any type of utensil in the establishment.

  • Cover your mouth and nose with single-use tissues when sneezing, throw them away immediately, and wash your hands.

  • Exercise caution and increase the frequency of cleaning and disinfection of any establishment, making special point in the circulation areas of customers.

  • Place bins near the exit.

Recommended preventive measures:

  • Keep a minimum distance of two meters both inside and outside the establishment.

  • Promote scheduling policies to avoid concentrations.

  • Make disinfection systems available.

  • Payment by credit card.

  • Use of masks.

4- Breaches

The exposed measures of a mandatory nature can be sanctioned in accordance with the applicable legislation.

5- Application in time:

The aforementioned measures are applicable from April 22, 2020, and until their derogation through the appropriate legislative mechanism.

The content of this document has been drawn up strictly taking into account the regulations in force on the day of issue. Any new regulation that is published in the BOPA, that modifies or expands its content, will entail the publication of a new news item that incorporates said novelties.
