The Decree of 04-17-2020 temporarily and exceptionally modifies Decree 3-07-2019 of application of the Regulation of the economic benefits of social and socio-health services during the health emergency situation caused by the SARS-CoV-2.

This Decree supposes a greater flexibility of the necessary requirements to access the subsidies related to the rent of the main house, as well as to access the economic benefits for involuntary unemployment.

1- Aid to access subsidies related to the rental of the house

Monthly economic benefit for rental income, according to the result of applying the following percentages:

40% for:

  • Under 25 years.

  • Women in a disadvantaged economic situation who live in an unstructured group.

  • Victims of gender violence.

  • People with disabilities.

  • Single-parent or single-parent families.

  • Large families.

35%: for non-priority groups.

Complementary services and supplies included in the rent, with some deductions.

General requirements:

  • Legal, effective and permanent residence in Andorra, with some exception.

Specific requirements:

  • Main residence of the person requesting it or of his family.

  • None of the people who make up the coexistence unit cannot have a home due to their position or functions.

  • Not having a family relationship with the person who owns the home, up to the second degree of consanguinity or affinity included, also for the partners of legal entities that have rented the main home.

  • Legal and effective residence in Andorra for at least one year, immediately prior to the time of application.

  • Having lost their job and with a reduction in economic income since the approval of the measures adopted by the Government due to the health emergency situation.

  • Since March 13, 2020, the set of economic income of the coexistence unit does not exceed certain limits.

  • Accept and facilitate administrative verification actions.

  • The amount of the monthly rental income cannot exceed certain amounts depending on the number of members of the coexistence unit.

Mechanism to request aid:

  • Presentation of an electronic request to the Government.

  • Add a self-responsible statement that justifies compliance with the requirements.

  • Authorization to access the bank information of all the people who make up the coexistence unit.

Application over time: those requirements for accessing economic benefits to maintain housing will be in force for a maximum of two months from the entry into force of the Law 3/2020 (from April 1, 2020) or until the Government declares, by decree, the end of the situation of the health crisis if it is before the two months mentioned.

2- Aid for involuntary unemployment

Financial benefit equivalent to the official minimum wage to be counted from the first day of the unemployment situation.

Recipients of aid:

  • Employees who have lost their job completely for causes beyond their control as of March 13, 2020.

  • People who have given up their work, if the withdrawal was made between February 17, 2020 and March 14, 2020, to join another job after March 14, 2020, without being able to make the incorporation effective.

  • People who carry out an activity on their own and who have ceased their activity due to the definitive closure of the company from March 13, 2020, for causes beyond their control.

General requirements:

  • Legal, effective and permanent residence in Andorra, with some exceptions.

  • The set of economic income of the coexistence unit cannot exceed different bands since March 13, 2020.

Specific requirements:

  • Have the status of an employee at the time when the involuntary unemployment situation occurs or at the time of having given up work, as long as the withdrawal occurred between February 17, 2020 and March 14, 2020, to join another job later, without the effective incorporation or the status of a person carrying out an activity on their own and which has ceased permanently for reasons beyond their control.

  • Not having reached the minimum age to access the retirement pension.

  • Find yourself unemployed for reasons beyond your control.

  • Be enrolled in the Occupation Service.

  • Not having rejected any job offer while the benefit lasts.

  • Be registered in the CASS at the time of the causal event.

  • In the case of people over the age of 26, have contributed for at least 18 months over the last 30 months.

  • In the case of people under the age of 25, they must have contributed for at least 9 months, of which 3 months must be immediately prior to the filing date of the application.

Compatibility with other aid: compatible with other benefits or aid for different purposes, but it has a subsidiary character with respect to other benefits to which you may be entitled, with the exception of those financial benefits.

Mechanism to request aid:

  • Presentation of an electronic request to the Government.

  • Accompany self-responsible statement that justifies compliance with the requirements.

  • Authorization to access the bank information of all the people who make up the coexistence unit.

Causes of termination of aid:

  • Having found a job before the end of the period of receipt of the aid.

  • Have carried out any remunerated activity during the period of receipt of the aid.

  • Refuse a job offer.

  • Reach the minimum retirement age.

  • Benefit from a pension that is not compatible with the exercise of a work activity.

  • Commit any serious infraction according to the legislation on occupation.

3- Application over time

The requirements to request a benefit for involuntary unemployment are applicable from March 13, 2020 and will be maintained for fourteen calendar days after the two months counting from Law 3/2020 (that is, on April 1, 2020), or fourteen days after the day the Government declares, by decree, the end of the health crisis situation if it is before the two months mentioned.

The content of this document has been drawn up strictly taking into account the regulations in force on the day of issue. Any new regulation that is published in the BOPA, that modifies or expands its content, will entail the publication of a new news item that incorporates said novelties.
